President’s Role:
Local Content Policy: He broke from the tradition of hiring foreign firms, instead mandating that five local contractors (the "Big Five") handle the highway. This saved foreign currency and built local industrial capacity.
Direct Supervision: He conducted several "spot checks" and road tours during construction to ensure contractors met deadlines. In late 2024, he personally presided over the breakthrough of the Mbudzi Interchange bridges.
